David Moyes believes Thaksin Shinawatra could spend £100m this summer with a new boss and still not break into England's Big Four.
Moyes is amazed Sven Goran Eriksson is almost sure to leave City after just a season following criticism by the ex-Thai Prime Minister that he's not made success happen fast enough. The Everton boss said: "Sven's shown how good a manager he is - I can't believe he'll be going. Give someone £100m and I don't know if that will get them into the top four of the Premier League next season.
"You don't just need money, you need time and the money must be tagged along to a strategy that gives you three or four years to do it. If you give someone just one or two years, especially starting from where Sven started, it's impossible to do it."
